Berlusconi created the first and only Italian commercial TV empire. He was assisted by his connections to Bettino Craxi, secretary-general of the Italian Socialist Party and also prime minister of Italy at that time, whose government passed, on 20 October 1984, an emergency decree legalising the nationwide transmissions made by Berlusconi's television stations.[19] This was in response to judgements on 16 October 1984 in Turin, Pescara and Rome, enforcing a law which previously restricted nationwide broadcasting to RAI, that had ordered these private networks to cease transmitting.

After political turmoil in 1985, the decree was approved definitively. But for some years, Berlusconi's three channels remained in a legal limbo, and were not allowed to broadcast news and political commentary. They were elevated to the status of full national TV channels in 1990 by the so-called Mammì law.

When he returned in France, Cahiers was in the midst of its Maoist period, and Jean-Claude cautiously stayed away from these turbulences. He did not write again until after a certain "normalization" took place, and it's then, I think, that he made real progress in critical writing, comparable to that of Daney and Scorecki. In addition to the discovery of certain auteurs (e.g., Douglas Sirk), all three of them felt that cinephilic experience was about to change radically and that it was important for film criticism not to be left in the lurch. In the case of Skorecki this understanding resulted in the radicalization of the discourse of "Against the New Cinephilia." With Biette, we witness a total overhaul of the critical arsenal — on the one hand, television is here, undeniably; on the other hand, films arrive at the movie theatre more and more disfigured by publicity, promotion, rumors, both positive and negative. Biette then puts everything on an equal footing: all films, old as well as new, and all spaces of viewing, the theater screen or the TV screen. Making already the distinction between the present and the current, between what will remain and what will fade.

(...)

On the other hand, I was secretly guided by the idea that Biette — by his discreet force, his critical humor, and the immense talent of a filmmaker refusing the posture of an artist — could represent this lost generation, caught between the Nouvelle Vague and the 1990s, whose experiments, both formal and political, show an audacity that renders null and ridiculous quite a number of postmodern pseudo-extravagances. It is necessary then for Biette's films, as well as those of Vecchiali, [Adolfo] Arrietta, [Marie-Claude] Treilhou, [Jacques] Davila, etc., to come out of the shadows and out of silence. I would add here the video phase of Godard, Rivette's Out 1 and Les Filles de feu, and Chabrol's films from 1966 to 1979, so little known.

JEAN-LUC GODARD on Rob Tregenza's TALKING TO STRANGERS

In the Dialogues section of the 1996 Toronto International Film Festival Jean-Luc Godard was asked to write about a film as part of the "Talking With Pictures" section. He selected TALKING TO STRANGERS and Norman McLaren's BLINKITY BLANK.

If the 'Cahiers' still existed, and I did too, this is what I would say about Rob Tregenza's first film, composed, we all know, of nine scenes, each made up of one shot ('plan sequences'). Four of these scenes are remarkable and at times astonishing, that is, softly and strongly imbued with the marvelous: The Streets-- the Bank-- The Priest-- The Water Taxi. One of the scenes The Photographer is rather interesting. The rest less so.

"Well so what? cries the gentle reader. 'Why these mores and lesses?' Because they are the source of the fascination of this wonderful, half-sucesssful film--remember , reader, that in its time we praised Becker's film on Modigliani precisely for its failures. Because here reality walks hand-in-hand with fiction. The great Levi-Strauss would say: the elementary structures of kinship between fiction and reality. And I would add that fiction, the slut, trips up reality as soon as reality wants to posess her.

Theirs is not a heterosexual marriage. Reality and fiction are man and woman at the same time, and each reproaches the other for what she or he is, not for being what he or she is not. And this film only could be made in America, which --as we have known since Giraudoux-- sees an enemy in only that which it resembles-- in its failings. There is a great tradition in solitary America of being in love with reality, from Thoreau through MAN OF ARAN and FACES. And Rob Tregenza belongs to that tradition-- that of speaking and listening to our daily reality. Not simply of loving life-- not the candid camera, no, a reflective camera.

The third scene -The Bank- is in this respect an absolute model that all so-called film schools should show to all their so-called students, to let them see how the horror of invented fiction is redeemed by the grace of an offered reality. The camera continuously gives back what it is taking. Tregenza's two hands like the Samaritan's- taking and offering in a sort of operation by which haughty fiction is redeemed by the humble poverty of looking and hearing- Oh my Jane Campion, why did you let them drop the piano on you? And that the last -The Art- is a total failure- even more so that the proceeding two -The Bus and The Woman- because in them fiction is divorced from reality and is no longer needing the visible, and above all having to play the whore by tugging at our heart strings like a..., or a....

Or instead, we ask the only blind filmmaker, Norman McLaren, to shoot BLINKITY BLANK, and like all wonderful films, it will be the most wonderful of films.
